The FHR 2003 strictly prohibits any person from releasing into the environment any halocarbon contained in a refrigeration or air conditioning system, or any associated containers or devices. This also means that halocarbons may not be released into the atmosphere when using any containers, devices or systems for the reuse, recycling, reclamation or storage of a halocarbon.
