This message is produced by sendmail (/usr/lib/sendmail) when it’s frozen configuration file (/usr/lib/sendmail.fc) is unusable (as it is in the A/UX distribution which has it as a 0-byte file). To create a “new” frozen file of your present sendmail.cf file (assuming that it’s good), type: /usr/lib/sendmail -bz – the sendmail daemon, if it exists, must be killed first.
