Freshwater moray eel??

Hi Bob I’ve had my freshwater Moray eel for a few months now, but it really looks like he’s dying and I don’t know why. I’m hoping you could please help me before it’s too late! He is breathing very rapidly and gaping his mouth constantly. He’s blue around the throat area and lies on his back for a while, before turning himself upright again.
