No. The following information was published in the DMERC Medicare Advisory – Summer 1999 When a physician bills for his/her services, including examination, diagnosis and treatment, any cost associated with the paperwork is considered part of the charges made for his/her professional services. If a patient needs an item of durable medical equipment, orthotics, prosthetics and supplies (DMEPOS), the completion of an order or Certificate of Medical Necessity is a service to the patient rather than the supplier. This view is shared by the Health Care Financing Administration and the American Medical Association. Section 4152 of the Omnibus Reconciliation Act of 1990 requires a physician to complete a CMN or an order for DMEPOS item prescribed.
