Foundations aren’t allowed to lobby, yet much of the Packard Foundation’s work is focused on advocating for policy changes at both the state and federal levels. Isn’t that lobbying?
No. To increase the impact of our efforts, we support initiatives that provide research, analysis, information, and education to the general public and policymakers about issues. The Foundation does not engage in lobbying or fund attempts to influence specific legislation or ballot measures.We also do not provide funding for projects that benefit specific individuals or that serve religious purposes, as per IRS rules governing family foundations.
