For the Investiture ceremony, is the priest officiating doing a full action of his own, or just a “freestyle” domaind description?
A. The priest/druid officiating has to spend a full action. The regent too has to spend a full action (and does the paying of GB/RPs). If you have a vassal who is a cleric; you may have him use your Bonus Lieutenant action to have him officiate while you use your first action to attend and participate (2 actions total). There are a few churches in the region; The Oaken Grove of Erik, and the Emerald Spider. You might ask the White witch, or a gnoll priest, or one of a few jarl-druids or priestesses and priests following other gods.
