For proposals responding to AOs the budget for the E/PO segment is supposed to be 12%. Is this 1-2% of the full mission cost, including the launch vehicle?

The operational policy is that the E/PO budget is 1-2% of the mission cost, NOT including the launch vehicle. So E/PO funding should be 1-2% of the total mission cost for spacecraft, operations, and science.
