For incarcerated youth in an AHSEP program who may meet more than one eligibility criteria, should they still use Attachment C or should they use Attachment E for incarcerated 17 and 18-year-olds?

Even if the AHSEP program is in a jail, enrollment in an AHSEP should be considered the overriding eligibility and Attachment C/GED Options forms must be used.
