For grades six through eight, how do LEAs determine if a course is considered elementary or secondary level core for the purposes of NCLB reporting?

The NCLB Core Course Instructional Level (Field 9.11) is determined locally and is based on the academic standards level of the course content. Generally, if a middle grades course is departmentalized, then it is considered “Secondary” (Code “S”) unless the course is being taught below grade level (remedial instruction), in which case you would use “Elementary” (Code “E”). The NCLB Core Course Instructional Level (Field 9.11) should not be determined solely by the grade level of the students in the class.
