For end users, are the roles that begin with UF_ER_FI_XXXXX (Ledger, Asset Mgt, Exp and Travel, Purchasing, and so on) retiring and being replaced with the UF_FI_UNIVERSAL_INQUIRY?

All of the UF_ER_FI_* roles will be replaced by the UF_FI_UNIVERSAL_INQUIRY role. So any users that have one or more of these roles should request the UF_FI_UNIVERSAL_INQUIRY to retain that access in the new system.
