The implementation plan is somewhat different from the specific exception described by Senior Vice President Kennedy. The purpose of the exception was to provide a reasonable amount of time for sponsored projects to plan for the new threshold; unfortunately, applying the new threshold to all awards made on or after July 1, 1998 would not have allowed sufficient time to budget for the change in pending proposals. Therefore, we have decided to apply the change to all sponsored projects beginning July 1, 1999. This will allow more than 15 months for all sponsored projects to plan for the change.
