The MM 02-19 states that you must solicit a minimum of 3 offers including one small business (if available). These offers may consider “best value” for determining the award. Best value may be determined to be lowest cost, best delivery, best maintenance service, etc. If the lowest cost has been determined by the department to be their “best value” for the acquisition, then that would be the award criteria. Approvals for all transactions must be in accordance with the MM 02-19 interim guidelines.
