Most modern motorcycles already have a “flashing” headlight. This still doesn’t stop motorists from pulling out in front of them, and using the lame excuse of “I didn’t see them”. It wouldn’t matter if you put flashing red and blue lights on them, ignorant drivers will still be ignorant (as a policeman, you already know this). People in cars assume that since a motorcycle has more maneuverability, that they can do what they want and let the cyclist fend for himself. Motorcycles have been using the roads with cars for many years. I, for one, am not buying into the lack of visibility B.S. anymore. It is apathy and nothing more.
