For a given score, are the questions weighted equally?
Response: No. The main sections of the evaluation: flood benefits, agricultural and ecosystem benefits, and other benefits are weighted equally or nearly so, but within these categories, the reviewers have discretion to apply professional judgment as to which questions are most meaningful in relation to the project under consideration.
