At the outset of the negotiations it was agreed that jurisdiction over education must cover lifelong learning, however, in order to focus the negotiations it was agreed that there would be a phased approach to the negotiations. The first phase would cover K-12 and the second and third phases would address Early Childhood Development and Post Secondary education and training.
