Well, first of all, many HAVE come to the pont of wanting to solve the problem. That doesn t mean work won t be involved. This is the case for any political decision. You can t wait for every single individual to consider it a need in order for it to take root. Also, just as we don’t wait for our children to grow up before we teach them the skills they need for life and their jobs, just as doctors do not refrain from giving medicine until the patient is about to die (nor do reasonable patients wait for such a condition), etc., we can through law, education, etc., make efforts to avoid the need becoming too great. But again, how do we judge that the need is not great enough already? Do we need to wait until all other people say it is a need? I think people already see it is a need; they just haven’t thought about such a global solution or if they have, they haven’t taken some small steps to bring it about).
