Facilities can participate in both initiatives if they make an emissions reduction commitment under the OEL program. Any reductions that are over and above the target specified in the PPRP may be used to apply for Emissions Reduction Credits (assuming requirements of the Emissions Trading Code are met). Therefore, to create Emission Reduction Credits, an OEL member will have to achieve further reductions than those it has committed to under the OEL Program.
