Actually more than one did. Switzerland remained neutral as is their long standing tradition. The Swiss protected by their mountains and fierce reputation as well as very militant traditions combined with the lack of any natural resources anybody would want has remained neutral through almost all of Europes constant wars. Anybody who attacked the Swiss greatly regretted it. So the Swiss are left alone. In WW II the Swiss acted as intermediaries between various nations. Both Ally and Axis powers banked there for certain causes. Spies and refugees traveled through Switzerland. Spain remained nuetral during WW II much to Hitler’s chagrine as he helped put Franco in power. No idea why Franco remained nuetral unless he feared Hitler and suspected a double cross coming. Spain aside from being cut off from the rest of the world by the war didn’t pay any penalties really. Both Allied and Axis powers neither liked or trusted Franco.
