Although PROS programs are required to employ, on a full-time basis, a licensed practitioner of the healing arts, the minimum professional staffing requirement at the time of initial licensure is a full-time professional staff member. As staff members leave, they must be replaced with persons who will bring the program into closer compliance with the staffing requirements. The above waiver does not, however, negate the requirement that admission to a PROS program must be recommended by a licensed practitioner of the healing arts. If a PROS program does not yet employ a licensed practitioner of the healing arts, such recommendation must be made pursuant to a referral from a practitioner employed by another provider.
