During the testbed, will the domain names registered in non-English languages be added to the current root system?

Initially all registered internationalized domain names will be placed on REGISTRY-HOLD and therefore will not be in the zone files. The registered domain names will be added to the current root system at some point during the resolution phase of the testbed. Domain names will be added in their ASCII text converted form.
