That is why we plan to collect extensive and ongoing information about: (1) the state and local early care environment in which the selected Head Start grantees/delegate agencies are operating; (2) the nature of the local “market” for childcare and preschool programs serving low-income children; (3) the full picture of services being provided to the participating study children (not just their Head Start experience); and (4) the quality of both Head Start and other alternative programs serving study children.
