Don traffic tickets keep people from driving like lunatics?
Some people drive like lunatics now. No matter what is done, there will always be some that think the rules of the road do not apply to them. You also have to consider who benefits when a traffic ticket is issued. The police and court system benefit with job security, the recipients of the fine benefit, insurance companies get rate increases and traffic schools benefit with additional customers. The general public gets zero.
