Don catch shares privatize the oceans?
Catch share programs in the United States provide a limited right to access in a fishery—not an ownership right. While those limited rights are very valuable, a fisherman holding such rights is subject to periodic reviews, and is not given the right to decide how much fish will be caught. Catch shares are allocated as a revocable privilege and federal and state regulators remain the responsible stewards of the public trust resource.
