My daughter and I did dog rescue for four years, and all of “our” dogs were glad to live in foster homes. Over 90% of the dogs at shelters have had previous owners. Only about 5 percent are actually strays and a few are feral. Many never-owned strays (watch Animal Cops on TV) are un-socialized, sickly, diseased, or injured.
