No. State Law (Health and Safety Code Section 33607.6) requires a percent of the growth in property tax within the Redevelopment Area be passed through to other taxing entities. The pass through amount is increased in three stages. The pass through begins at 25 percent of the total tax increment after the required amount for housing purposes is accounted for. On average, the taxing entities receive about 33 percent of the tax increment in a Project Area, net of the housing deposit.
