Doesn every airport that has an AWOS also report real-time METAR data?

No. Many smaller airports have an AWOS, but can not afford to send the data into the national network. Furthermore, for those airports that do send the METAR data, it may be sent only 1-3 times per hour. So METAR data you’re looking at on a web site might be 20 minutes or up to an hour old.
