Doesn’t ‘data-poor’ equate to poor management?

Not necessarily. Many data limited fisheries may be very well managed using precautionary management measures which don’t rely heavily on quantitative data. Furthermore there is no RBF for assessment of MSC Principle 3 (management). Management of any fishery will still need to be assessed against the default Performance Indicators and Scoring Guideposts and accompanying guidance.
