Not exactly, although many youths who are served by Youth Aliyah programs are recent immigrants to Israel. Youth Aliyah is a system of educational residential villages and day centers for at-risk youth, offering health education programs, vocational training, exposure to athletics and the arts, plus support and guidance to parents.
