Does water actually penetrate through the building papers in 30 or 60 minutes in this test?
No. Water in liquid form does not penetrate through building paper during this test. What the test is actually measuring is dampness, caused by water vapour passing through the building paper. This test is useful as a way to distinguish between different products as to their ability to resist the transfer of dampness from wet cladding.
