The have a non voting Representative in the house that is allowed to vote in the Democratic caucus. One solution would be to give back to MD the residential area of the city. This was done for the VA portion in 1846 by act of congress. The Constitution does not describe the boundaries of DC and many Government building are already in suburban MD and VA. The other possibility is to amend the constitution since the purpose for denying representation to DC residents no longer makes sense.
