Does using a plastic soda bottle as a gun silencer really work?

It all depends on what you mean by “work”. It will contain some of the noise, especially if the bottle has some water or mesh inside of it. It is unlikely to reduce noise as well as a quality silencer made for the gun. On the other hand, this method will also block the sights resulting in very poor accuracy at best, even at close range. It also blocks the path of the bullet meaning the bullet has to punch through the bottle and accuracy will further degrade. Lastly any debris ejected by the force of the gun powder gases can be a hazard to the shooters and those around him. I live in the USA, but from what I have heard about UK law, you can own rifles and silencers are no big deal to own either. The longer barrel on a rifle reduces noise more than a pistol. You could test this theory on a rifle, but I do not recommend it. The results will probably be disappointing and not very safe. I make silencers as a hobby, I would never try this bottle method.
