Yes, starting from version 5.0, UserManagemeNT runs on Windows 9X, Windows 4.X, Windows 2000 and supports the Active Directory. Note that on Windows 9X you can run the UserManagemeNT Delegation client only. Next question: Can I move the home directory of multiple users?
