Does turning an office on a virtual platform tend to breed complacency?

No, infact it reduces the risks of a physical office, where all confidential data, files are not encrypted & can be photocopied. It also helps with retention of that data, as all information is well accounted for, compared to physical files, which can get damaged & stolen & knowledge can be lost. Employees/officials do not take knowledge with them when they leave. Even if an organization is completely computerized, information & knowledge is scattered in so many systems that it is as good as a paper file buried in a file room.
