Does TPG ADSL come with a free backup dialup account?

The backup dialup account that you get on TPG ADSL costs $1.10/hr to access. It is not free. There were plans some time ago that included free backup accounts, but they have been discontinued. TPG have made an amendment to these dial-up charges. If you exceed say 15.4 hours of dial-up usage in a month, previously you would of had to continue paying $1.10 an hour where as now you will be now capped at $16.99 just like the unlimited dial-up plan.
