Does Toccoa/Stephens County really have a problem with litter?

According to recent surveys by KTSCB’s Citizen Advisory Panel, litter is accumulating on the roads and streets of Stephens County at a rate of 31 tons each year with only about 14 tons being removed. That amounts to 17 additional tons of litter added to our roads each year!
