No it deosn’t. The lakes that you refer to are on the surface of the moon, not below it; and they are not made of water, but liquid methane and ethane. The smoggy atmosphere is predominantly nitrogen (more than Earth has as a percentage). But without any liquid water on the surface, the moon cannot support any forms of known life. Apart from anything else, it is believed to be too cold. There is a moon of Jupiter called Europa that is believed (most scientists say definitely has) to have an ocean of liquid water beneath a crust of ice. The ocean is kept as a liquid by heat from the interior of the moon. This is the best place to find life in the Solar System. Although getting through the ice to the water to see whats down there is a difficult thing to overcome.
