NO NO NO. A real model agency NEVER charges you for a promotional package. This is what should happen. You get signed up by the agency (you will only need a couple of head shots for this). Only then do you put together a portfolio. The agency will recommend a couple of photographers to go to to get some portfolio shots. They will give you advice about what they would like to see in your portfolio because they will know how they can promote you to clients. You pay the photographer direct and make up artist and stylist if you need them. The agency does not get involved in any of these transactions, nor does it take a cut. The only way the agency makes any money is taking a commission from shoots. FULLSTOP. The agency may ask you to pay for your book, but that is all. There are loads of scam agencies out there who will charge you for making up a portfolio and then get you no work whatsoever. Stay away from them.
