Off-campus access to resources that utilize Remote Desktop Protocol (RDP) such as Windows Remote Desktop Connection and Windows Remote Assistance will not be affected by the new port restrictions. Remote Desktop Protocol utilizes the TCP 3389 port, which is not affected by the Windows port blocking.
