It all depends where the wind is coming from and what it carries with it. Katabatic winds create heat as they compress air (compression creates heat–expansion releases it) and the Chinook, Föhn, Scirocco, Santa Ana, et al winds will increase temperature rapidly and will melt snows as fast. Otherwise the movement of air over any moisture will only increase evaporation which DECREASES temperature. Also if a wind is carrying high humidity but not descending (see katabatic winds) evaporation is slower than low humidity winds (which would increase evap and thus cooling).
