Yes, the neoprene is opaque. It lets no sun through to the skin that it covers. They are designed to provide warmth, but they block UVA and UVB. UPF50+ is the highest rating given to sun clothing fabrics. Neoprene is not an open fabric. It is closed cell material, so no sun gets through.
