No. The Voodoo Graphics ™ architecture uses 16bpp internally. This is true for Voodoo Graphics ™, Voodoo Rush ™ and Voodoo 2 ™ alike. Quantum3D claims to implement 22-bpp effective color depth with an enhanced 16-bpp frame buffer, though.
