Yes, in the Province of Quebec, the victim has a legal recourse via the new articles in the Loi des normes du travail du Qubec in force since June 1st, 2004. This law covers all employees of Quebec, unionized or not. The only people who are not covered are the employees of federal jurisdiction. The Loi des normes du travail du Qubec recognizes the problem of the Workplace Harassment and the victims can make a complaint, via the Commission of the normes du travail du Qubec or via their union. For the rest of Canada, we are still waiting for a law. Some organisations have policies, such as the federal government.
