Yes. An applicant may count an unborn child as a household member depending upon when the baby is due. You will have to submit proof of pregnancy with all the income and asset documentation that needs to be submitted with your application. If the child’s birth affects a family’s eligibility, then the child’s birth must occur prior to the purchase of a unit.
