Does the treaty outlaw all arms sales?
No. An ATT would not infringe on arms transfers deemed legitimate under international law or on the right of states to defend themselves. If a state fully abides with international humanitarian and human rights law, it will be eligible to receive weapons under the treaty. The treaty only outlaws transfers to states that do not follow their existing requirements. What are the principles the treaty should be developed around?
