Does the TCPS set up the courts for criticism by the media?
Since providing clear standards and identifying performance indicators can be used to monitor progress in achieving court goals, there has been some concern that such measures will open the court up to criticism if they fail to meet their goals. To answer these concerns, states have established a proactive public-relations campaign for the positive promotion of the project. Courts should also present the standards as “goals and objectives,” thereby conveying the idea that they were something to work toward, not something that should already be present.
