Yes. The State Board has initiated the rule-making process to require colleges to give veterans some preference in hiring decisions. The effective date is expected to be February 1, 2007. 23 NCAC 02C.0210 requires local Boards of Trustees to adopt and implement about 30 different personnel policies. The State Board has begun the process of adding the additional requirement of granting a preference to veterans in the colleges hiring process. Veterans is defined as a person who served in the Armed Forces of the United States on active duty, for reasons other than training, and has been discharged under other than dishonorable conditions. The preference does not need to extend to the spouses of veterans, an extension which is required of state agencies. The nature of the preference is intentionally vague, leaving the college boards with great discretion in deciding what preference or preferences should be granted.
