It means they must actually be the same! There are several constructs in SBML where a mathematical expression can be used to assign value to a variable (species, compartment or parameter) within the model. The specification states that the units of both sides of the equation should be the same. This refers to the actual physical unit, not the dimensionality—metre is not the same as foot !
