Yes it does, my nan is the same so she registered her cat, she needed forms from the council and rent things to prove she isn’t lying to get free care, and you can have up to 3 pets for the one person, and they ask you for a donation of what you can afford my nan gave 6 pound once and then 10 but some people only give 50p, but i would recommend PDSA if your neighbour can gather all the paperwork!
