I say, Yes. I also believe that this is an acceptable error. The RMS error indicates that the tics that were used as ground control points on the DRG are accurate. Had the RMS error been high, I would have questioned the quality of the map or the placement of the tics. Also, because the residuals for each point are practically the same, this indicates that the map is accurate across its entire surface. When I say accurate, I mean the coordinates. The information on the map, such as the roads, could be incorrect. Does the RMS error for the statecollege_map.tif have any diagnostic value? I say, No. That is unless the RMS error could be calculated into accounting for the crease in the map. The positions of the tics used as ground control points were physically altered when the map was scanned with the crease. I have run into this problem in the past. Especially with maps that have been folded for a long time. Although the folds are pressed out as best as possible, the paper is altered. I
