Since you speak of democracy, it does not include anarchy or oligarchy or aristocracy etc. In democracy people can question any thing not banned specifically by law / constitution. E.g., Secessionist propagandda is a banned subject in our country, though the rulers may ignore law at their pleasure till a court orders govt to take action based on a PIL! When even straingt questions are misused for venting their prejudices, in the forum, the ambiguous ones like this Q particularly having a hint of negativity like dissent, would be easy route for the propagandists.
