Since you speak of democracy, it does not include anarchy or oligarchy or aristocracy etc. In democracy people can question any thing not banned specifically by law / constitution. E.g., Secessionist propagandda is a banned subject in our country, though the rulers may ignore law at their pleasure till a court orders govt to take action based on a PIL!
